For your query, it just says this version requires Android 14 Beta 1 SDk to compile. It should work on lower versions too.

passkeys are supported starting on android 5 (passwords and SiwG are supported from 4.4) through Credential manager API. you should be able to run on lower versions. Let us know if you have any feedback.
